As a matter of interest why are you being specific about this June 2002 deadline?
This deadline only applies to the 12 hour reduction for a CAA licence issue. Generally people who take the exam have a CPL issued so you are given a 5 hour reduction, so that leaves a difference 7 hours (I suppose in real money that's 1,500 pounds).
I know of a few people who have done it on minimum hours, but also I know a lot of people who after re-takes have got their IR on considerably more than the minimum JAA hours.
So are you asking the question on the basis on of saving 7 hours of valuable IR training - which could further improve your flying?
