Harrier wheel covers never were retreaded in my time at Cottesmore, they were scrapped because of the lightweight design of the cover did not lead itself to the process required to retread an aircraft cover (or it could have been cost, my mate at AS3 never told me). I wouldn't have thought this had changed.
