That website just states that the terminal will be completed in 2009. I think that's a tad hopeful judging by current progress. I flew into the airport in mid May this year and there was still a fair number of the domed steel roof pods still sitting on the apron. I think it's more realistic to suggest that the terminal should be open to commercial flights in Spring 2010, in time for the busy Summer season.
I can't help with how they propose to split up airline operations between the terminals I'm afraid.
