It will have little effect at all, since the net reduction at STN will be close to 0.
4 extra based aircraft cut compared to 08/09, but the release says capacity cut of 30% which is equivilent to 28 aircraft, the same as last winter. The difference is more flights will be performed by foreign based aircraft this time around.
Why does Ryanair's own publicity machine say 24 aircraft then?
Ryanair, the World’s favourite airline, today (21st July) announced a 40% capacity cutback in its Stansted Winter Schedule starting in October ’09. Ryanair operated 40 aircraft from Stansted this summer but will reduce this to 24 aircraft (a 40% reduction) this winter with a 30% reduction in the number of weekly flights and a loss of 2.5m passengers at Stansted between October and March 2010.

Either way it is lost income, 30% reduction in flights, wherever they are based or not!

Sorry......not really LTN news but more fuel to the fire of a non profit making airport in Essex without cross subsidies.
