Aircraft are exempt from RoHS. Ships, trains, medical equipment, basically anything that if "unexpected early failure could cause injury, loss of life or harm to the environment" is exempt. Even ground equipment used to calibrate aircraft instruments is exempt. Some heavy reading for you here:-
