ILS QFU 26R
QFU 26R means runway direction in "q code". To make the things more complex and confuse the pilot`s minds, they prefer to say QFU 26R rather than RWY 26R.

JAR OPS (EU-OPS)-TAKE OFF MINIMUMS- Appendix 1 to Jar Ops 1.430 (a) (4) (ii)
Subject to the approval of the
Authority, an operator of an aeroplane using
an approved lateral guidance system for
take-off may reduce the take-off minima to
an RVR less than 125 m (Category A, B and
C aeroplanes) or 150 m (Category D
aeroplanes) but not lower than 75 m
provided runway protection and facilities
equivalent to Category III landing
operations are available.


This means, even your airplane is equipped with approved lateral guidance system (e.g HU system), which is guided by Localizer signals that makes your airplane capable to take off with an RVR between 125-75m (for Category C airplane), with this notam, consider your system is unusable.
