Airports don't create hubs alone. It needs significant commitment from an airline. Hubs need critical mass to be a viable option. Creating a hub at SNN would require massive investment and risk and no airline will do that, especially when there's almost no local traffic to support new routes as they initially become established.
Since the death of the SNN stopover, EI have had the opportunity to try something at DUB, but I can't see any evidence that EI or DAA have the skills or resources to do it successfully.
