I waited the 15 working days and then still had to wait an extra weekend and a day for my stage 3 results, and the news was good - as the saying goes no news is good news! (Sometimes!)
I get the impression it's a pretty small dept at HR that deal with a whole shed load of applications, sometimes things do get held up. Good luck!
