What Bartek and Jes are suggesting isn't economically viable.
It would take at least 2 aircraft and the associated crews, engineers and ground support to be based at Manston to do the suggested services.
This has been tried at several other airports and Flybe no longer have bases there, but still fly the routes starting at the other end.
Given the economic climate at present and for the next 12 months, it's highly unlikely that Flybe would base an/or several aircraft at Manston and it's highly inlikely that Infratil could afford to offer Flybe the finacial incentives required for them to have a base there.
It might work if Infratil put their hands in their pockets, but they'd have to dig mighty deep and I wouldn't hold your breath.
