Aircraft with unpowered control surfaces on the tail tend to have de-ice or anti-ice, to avoid control snatch type issues.
Aircraft with powered elevators only need to de-ice or anti-ice the tail if they need it clean to meet the controllability/trim requirements. Otherwise it's generally left unprotected.
