He was not the journalist but a passenger. The journalist ("ninemsn staff") was the person that wrote the story. Jacobs was a convenient "witness".
As for his statement "
manually raised the flaps for landing": I wouldn't get too excited about it. Witnesses often say strange things. To the average person, all the movable surfaces on an aircraft are "flaps".
