Can you EVER be too formal for an interview?
That said, a suit is certainly not necessary. I did my stage 1 in a shirt, trousers and proper shoes with a normal coat on over the top (It was cold, it was last October!). No tie.
Most people were dressed similarly, but the range went from jeans and trainers (Do you actually WANT the job?) to full suits.
