Lots of ac have speed limits for airbrakes, including a lot of modern FJ ac (inc such ac as the F-15).
Even the Tornado schedules its airbrakes according to Mach number
I have flown an aircraft with speedbrake scheduling and am aware that there are others. However I am not aware of any aircraft that has an upper speed limitation for
selecting full speedbrake. The built-in protections may not actually give you the max available angle, but it will give you the max allowable.
However I should be very interested to know of any type that has a maximum speed limit for selection of speedbrake.
