It is indeed the Aichi E11A1 'Laura'. The prototype first flew in June 1937 competing against the Kawanishi E11K1. The Laura proved superior and ordered under the designation 'Navy Type 98 Night Reconnaissance Seaplane' (I think 'Laura' is less of a mouthful). The boat was powered by a Hiro Type 91 model 22 engine and had a crew of three. Only 17 were built. They were intended to be launched from cruisers and battleships to spot the shellfire from enemy ships at night. Strangely enough there was not a lot of demand for this application and the Lauras were diverted to communications and transport duties.
