I have no doubt that you are highly trained as an engineer and eminantly suitable to work on the Dubai Metro, but air traffic control is a specialist skill which accordingly, attracts a much higher salary than a lot of other professions.
In the UK, Serco employ many different professions on a contract basis, but they pay the minimum that they have to according to the speciallity of the skill involved.
Serco do pay and treat Air Traffic Controllers well, but only because they have to, they wouldn't if it was not necessary to do so.
