A wing develops more lift when the aircraft is heavy, and the aircraft is pulling positive G. As both, climbs, cruises and descents are normally vertically unaccelerated maneuvers, either one develops the same amount of lift. However, a heavier airplane, or one with a forward CG, would produce (require to be v.unac.) more lift. Also, during transition into a climb, or during a sustained turn, the wing would produce more lift.
