Here we go....it is well known that at every local CBP office they seem to have their very own set of rules; so while CBP at airport
A will demand a 178 be produced, CBP at airports
B and
C will read (
and apply) the rule correctly come May 18th and not require one anymore. The definite answer might be: "...your mileage may vary"
