I think it's perhaps not the best stance for you to take, stating the lack of HD equating to lack of bandwidth.
There are a number of commercial considerations involved, if you haven't been following the news recently, I would suggest you look up Virgin vs BskyB (the vs here not being a comparison, but reference to court case).
Virgin are no doubt quietly trying to get some licensing deals in place, and if you were to search Google News, you would promptly find some recent press releases stating that Virgin Media expect 5 HD channels to land around Q309.
Even if (and that's a big if) there was a lack of "bandwidth", you need to remember that consumer services provided by telecommunications providers are like Ryanair, compaired to the services provided to business and government that are more like BA's premium cabins. It is important to understand the difference in investment priciples, which are there for a simple reason, "they" cannot charge "you", the consumer, the same as a business/government, and therefore in order to keep their return on investment realistic, they are limited into how much they can pump into their consumer network.
