How about downloading the
installer file directly from MS, Check that you have the appropriate Windows installer (3.1 v2 - you almost certainly have it) and then install the update by right clicking the file and selecting "run as>administrator"
Should work.
Normally I'd just suggest you disable Norton during updates, but you use Avira I think.
