It might have changed since I went through the scheme but, yes, you do need to do the MCC week even if you have an MCC. Most people on the course already had an MCC and most said that the format of the CTC one was completely different and much more useful and relevant to not only airline flying but also it helped immensely with the following two weeks of the AQC.
We all got issued with certificates at the end of the three weeks - it was not dependent on passing the TR.
