Now take into account the fact that Police officers are on duty 24/7 they can be kept on after shift, they can be contacted at home at any time and told to get to work. Police Officers have a stringent disipline code covering, quite rightly Alcohol levels and drug use.
Whilst the Police do their level best to save money, civilianization is not always the cheapest options, many departments that have been civilianized are now going back to Police Officers.
