The CASA's Napolean complex at work? The CASA has become toothless. It knows it is not enforcing effectively, so the rules become ever more obtuse, wordy, self-indulgent and threatening in an effort to impose an image that Hell hath no fury like a CASA scorned, but in effect leaving holes wide enough to fly an A380 through. If this legislative claptrap had ever gone near the desk of Reg Meissner, the four letter words would have been heard in Cape York. Maybe the CASA has employed some succinct law writing experts from the ATO.

Aerodynamisist is on the right track. $10G of useless calendars and self-promotion would go a long way towards a "modest" issue of current WACs, VTCs and ERSAs to the bug smashers and pilot trainees.
