Surely, the biggest pain is the requirement to base the aircrat on Norfolk Island.

......it was planned that Qantas would operate the flights from 11 June using Air Nauru's Boeing 737 VH-RON chartered by the Norfolk Island Government. This arrangement naturally ceased later that year when VH-RON was seized. Today Norfolk Island services are operated by Ozjet, with a codeshare arrangement with Qantas.
Mmmm, at best a bit loose in the use of the word borrowed.
Anyway, as I said before, I do hope it all works for both OA and Norfolk, both groups are definately survivors.
