It's not just closure of these surfaces as runways that can have an impact. Closure of 09/27 at Glasgow has curtailed night ops for the flying club (for the time being) due to lack of lighting to assist with access to apron W where the club aeroplanes are based.
I'm not sure if similar unintended consequences would follow from closure of 03/21 at PIK as it's not used for access. It is a rather nice runway although strangely I've been using it recently for crosswind training, rather than to get out of a crosswind!
