Yes, they want you to
consider turning in the middle of a runway. After you've considered it you can decide whether it is the best thing to do or not. If there is a taxiway placed in a convenient position, you could turn on to that, if there is no room to manoeuvre, then keep the centreline. Just because they suggest you "consider" something doesn't mean you have to do it.
