My personal philosophy is eyes outside the cockpit when joining and flying the circuit.
I think I like BackPacker's approach (sorry about the pun). FREDA check shortly before joining the circuit.
Mind you the basic pre-landing doesn't take more than a few seconds. It's when it gets to checking Ts and Ps etc that I feel I'm being distracted from more important tasks like watching for other traffic.
