Yes, e-mails and phone calls seem to be during office hours. I got an e-mail and a phone call within 10 minutes of each other the day after my stage 3 (and just after 5pm for more details).
But, as paperclip said, the waiting time varies quite a bit. In our case, there was no particular reason for our short waiting time, we were just lucky to find out the day after (4 out of 5 successful).
