Yes but to be quite honest Stansted does already have better infrastructure including a better terminal, longer runway, a railway station by the terminal which does not require a 20 minute road trip to get there, a drop off area and road layout that is free of congestion and plenty of room for future expansion.
I see the last spot for a new apron at Luton is going to become an expanded long term car park but at least they have protected the area for taxiway Hotel. Whether that ever gets built is very doubtful.
