WHAT RATE OF INFLATION ARE YOU TALKING ABOUT, AND WHEN?
It will obviously be the rate of inflation which is lowest at the time
(RPI,CPI, whatever other measurement they care to use) to ensure the lowest possible rise, thereby incurring the lowest cost to the public purse, whilst allowing them to claim that HM Forces have had a rise which is in line with inflation.
