The annex contains a list of aircraft operators to be administered by each Member State. Curious that the US is listed as a Member State for administration wonder if they know yet
? Although this gives you the Country, who the Competent authority is is not listed. In the UK it could be the "Enviroment Agency", CAA, or DOT. This seems to be very vague.
