Surely [F] precisely describes the regular long queues that people have been describing as the result of the new traffic lights. Although an individual motorist may only be stuck there for a limited period, there is surely enough evidence of "significant numbers of people being present at the site on a regular basis".
It would seem, therefore, that LBC has breached its own planning rules in granting permission for the installation of the lights - doesn't it?
