Option 1
Currently FAA A&P licence holders need to apply for a Category Technical Competency assessment (CTC) which evolves examinations you will need to supply copies of your licence and approvals detailing the release to service privileges please refer to the following link for CTC http://www.casa.gov.au/ame/download/ctc_215b.pdf http://www.casa.gov.au/manuals/regulate/ame/form346.pdf
AME Examinations - Types of AME Examinations http://www.casa.gov.au/ame/download/eir_211s.pdf This would give you a CAR 31 licence outcome

Option 2
You state in you email that you are currently progressing your EASA qualifications another option is to gain an EASA licence issued by either UKCAA, France, Italy, Germany or Netherlands. Once you have your licence along with company approvals linked to the EASA licence showing that you have been releasing to service the aircraft for a period of 6 months you could be eligible for a Licensing Technical Assessment (LTA) if all the paperwork is acceptable we would recognise your EASA licence along with your company approvals for issue of an Australian licences you would be only required to sit the Airworthiness Administration (AA) examination. This would give you a CAR 31 licence outcome

Option 3
With or without an EASA licence you can apply to a Registered Organisation (RO) for Recognition of prior learning (RPL) they would assess your qualifications and training for the issue of a CAO 100.66 Maintenance Authority which a a later date can be converted into a Australian Part 66 B1 or B2 licence when the new regulations are made early in 2009 be aware that any short falls found during the RPL process will have to be completed prior to licence issue. RPL is carried out by the the following companies at the present time.
