Noise sensitive thrust reduction on 737-900?

Guys,

In this http://abcnews.go.com/sections/scitech/TechTV/techtv_saferplanetech020321.html Boeing seems to be thinking of giving priority to noise reduction rather then safety by automatically reducing thrust over noise sensitive areas. How safe is this, and how can they do it? VOR\DME crossreference? GPS? FMS SID/STAR info? I'd be interested to hear how they'll o this without causing lots of safety issues.
