So an airliner will descend at shallower than 3 degrees unless some positive drag is introduced
Roughly... if you are trying to join from above, you need considerably more than 3 degrees...

An A320 series, 180K, 1+F, idle, still wind will tend to follow ~3 degree slope and hold 180K...
