As frustrating as the delays to this programme are for the customers and the general world at large, it must be even more so for the manufacturer. They designed and built this aircraft to generate revenue for themselves. At the moment there is far more going out than should be coming in at this point.

The problems to date have largely centered around assembly issues (fasteners and subcontractor build quality) as well as the design and production shortcomings that may only be evident during the assembly process. In these early test aircraft a lot of the "pre-stuffed" items were not included until the later units and this has meant a great deal of deconstruction which has proved to be very time consuming.

There can be little doubt that Boeing want to see this aircraft in the sky and see the customers flying it away from the factory. However, until it is safe to do so, that isn't going to happen. The potential consequence of such unthinkable neglect might be the sort of "Carbon footprint" that makes news for all the wrong reasons!
