Just trying to get my head around an SMS system for a small operator and like you have been struggling for a definitive controlling document,
The IHST have a very readable toolkit and other resources see
www.ihst.org/SMStoolkit/.
Why is it so complicated to come up with a controlling Document and stick with it.......
