Why not the Trackers???
1. almost same water capacity as the air tractor
2. obsolete design with no support
3. cost per litre of water dropped
4. how much work would be required to certify after 20+ years on the ground
5. turn around time drop to reload
6. landing areas, is it able to use dirt strips?
