lazy. Most often, you can write the spin, send it off to them, and it will appear in their column - if it's done right - and by the right people.

had better invest a considerable amount of its war chest in engaging a heavy duty advertising agency to spin this up - and that should be done, and an ad campaign put in place before the strike happens.
If your ads can 'propanagadise' the truth and make the government nervous, you'll be on to something.
If you don't - you're sure to get creamed by ASA management, and the government who will only look at what kind of impact it will have on their popularity.
