You might want to consider Florida Flyers in St. Augustine (
www.florida-flyers.com). They have a PA28 for $99 p.h. and do not, as most US schools, ask for fuel surcharges. The school has recently been founded and is managed by a German guy. I've been there in January and was impressed by both service and the state of the planes.
If you're interested in accumulating 100 hours as quickly as possible, you can just hire a plane for two or three weeks and basically tour across Florida, which will certainly be a great experience.
