It tells you the type of cloud and the amount of sky coverage i.e CI=Cirrus 1=1/10, CU2 would be cumulous 2/10.
Oktas mate......8th's of the sky. Not Tenths.

fourgolds, have a look at this site. It decodes/explains a METAR for you.
