Not true - passenger facilities are in place the intention is not to abandon the existing facilities but to upgrade them. Diversions would be easier to manage than a resumption of regular flights bus them out bus them in.
ATC is at full strength although not all are fully trained up yet. The decision then would be operate 24/7, extend current hours, or offer extensions to current hours on demand depending on viability.
