Speaking as a UK qualified controller, I agree and that's exactly how it is in the UK. All the tower does is report vis/RVR - the pilot consults his/her rules to find out if the approach can be started or continued.
And in most of Europe we go even further than the US, unless the runway is blocked (usually by snow that cannot be cleared) we don't close the airport - we still leave it up to the pilot.
