This whole business sounds like the usual old Brintel apauling management practices of not being able to manage its workforce properly due to its own incompetence. When it can't control the finances properly it goes into a panic "fire everyone we can" then in a couple of months time they will be re-hiring because the company can't do the job its paid to do because there aren't enough staff. How many times have we seen this before!
