When the going gets tough, Peel can always use the airport factor to get money/concessions out of local authorities and development agencies ("if we can't make any money, we'll have to shut the airport...")
3. Surplus land, but brown field land there is god knows what berried on the Southside along with asbestos sheds on the surface nevermind the concrete pans and taxi ways.
Brown field needs cleaning up? 'airport' factor will help get somebody else to pay for it...
4. Planning is harder than Carlisle. If councilor Jones and her NIMBY's get wind of anything they will kick off, remember the first Southside development well they sucuppered that.
