I have used the DSC site on a number of occasions. I'm surprised to hear that the problems in maintaining the site were related to leeching the NOTAMs off an unofficial site.
Eurocontrol collects and distributes NOTAMs (among other things) for the Eurozone. This includes foreign NOTAMs. They have a supported XML-based Application Programming Interface that allows you to query their database in real-time, anytime someone does a query. It will be a little harder to program that, compared to a Ruby script that retrieves and interprets a few web pages, but it is a consistent interface so once you've programmed it you should not have to modify it for a long time.
I have never pursued this, but it looks like this API, called "My EAD", is free to data providers. See
