To invest in an upgrade would of course cost money, how much depends on the installation. Personally I would want to see an increase in traffic before spending on an upgrade because realistically offering CAT2 or 3 will not be the thing to pull the customers in. DTVA does not suffer that many days where they are fogbound to an extent where commercial activity stops completely. IMHO not worth the investment.
