I guess you are not from an aviation background, for if so you would know that London City is one of the worst examples in the UK you could choose of being hamstrung by inappropriate planning requirements. The approaches to 28/departures from 10 are hamstrung by being required to comply with a non-standard 5.5 degree glidescope. Many look at this from the runway and wonder why. It is to clear the East London River Crossing. The many then look in vain for this. It has of course never been built, and the various mayoral administrations are against it anyway - Boris has recently reconfirmed it is not going ahead. But it is in the airport planning requirements, and as a result there are substantial performance limitations, all to clear a bridge which has not been and never will be built.
