I don't work there anymore, but I remember the FOQA program was separate from ASAP. ASAP is sort of an in-house ASRS, and is the program that ended (ASRS is of course alive and well). FOQA is a monitoring of FDR data for "exceedances". The latter data pass through a gatekeeper to assure anonimity (we hope), then published for its "educational" value.
AFAIK, the FOQA program is still running.
