Certainly ADA require an Instrument Rating (and now) WITH appropriate experience with I/F (and multi engine) operations.
At present (?) co-pilot (as such) training isn't happening but in the future who knows!
However some qualified pilots are taken on as co-captains with a view of upgrade to captains as vacancies occur.
