Doesn't DTVA have 5 local authorities which share the 25% stake? Namely Darlington, Stockton-on-Tees, Middlesbrough, Hartlepool and Redcar and Cleveland Borough Councils?
I'm sure one of them doesn't want their share in DTV due to their interests in NCL, but for some reason or another, have no choice and have to keep it.
